ROCKS Scholarship Programs
R. C. Cartwright Scholarships:
- Only cadets enrolled in ROTC at host HBC’s or
their partnership schools may apply
- Scholarship $1200 stipends are awarded to Cadet
Sophomores, Juniors and Seniors.
The letter of instruction with application
forms are sent to HBC PMS’ in November/December of each year
Applications are due back to ROCKS by February
28, 2008
A half length photo of the applicant in class
A uniform and a written evaluation (one page) of the cadet by the
PMS MUST be attached to the application (please print names on back
of photo)
- ROCKS scholarship committee selects winners no
later than three weeks before the Spring Galal. All parties are
notified…
- The selected senior will attend the ROCKS
leadership conference and the awards banquet
- Selected Sophomores and Juniors from near by
schools (DE, MD, WV, DC, VA and NC) will be invited to the awards
ceremony at the Spring Gala
- All others will be awarded their scholarships
at an appropriate ceremony by local ROCKS chapters
- The uniform for cadets at the awards ceremony
is class A, white shirt with bow tie
- Hosting of cadets attending the awards
ceremony will be provided by scholarship committee members and ROCKS
administration office

4-Year Army ROTC Scholarships
ROCKS administer a limited number of Army 4 year
scholarships to minorities attending HBC’s and all other schools having
ROTC programs.
- These are separate from and in addition to
mission support allocations
- They are offline and not a part of the normal
electronic system
- Therefore, only paper applications are
accepted with “ROCKS Scholarship” written across the top of the
first page
- As a minimum, fill in the basic information on
the first three pages, including SAT/ACT, GPA scores and school of
choice
- Students who have already applied for a
scholarship and their applications are in the Cadet Command database
are not eligible to reapply for ROCKS Scholarship
4 Year ROTC Scholarships
Special considerations:
- These scholarships are designed to assist in
recruiting of high school students to increase enrollment in ROTC
- Minorities desiring to enter ROTC programs at
majority schools are also eligible to apply
- They are not to be used for on campus
recruiting, except under special circumstances pre-approved by BG(R)
Simms.
- The overall goal is to improve diversity in
the Army
