Bio

Major General (Retired) Reginald Neal is a senior executive with demonstrated leadership and management skills that draw from his solid credentials as a retired Army General Officer, a senior federal civilian (SES), an experienced educator, and a senior leader in emergency response operations. He is an extremely knowledgeable executive consultant who consistently delivers exceptional results, even in the most demanding high-pressure environments. He specializes in executive leadership, disaster response & emergency preparedness, homeland security operations, organizational leader development, and leading a wide range of strategic planning initiatives. He currently serves as a Senior Advisor to the Secretary of Veterans Affairs.  Previously, he was employed as an advisor to the Emergency Management Director for the City of Bloomingdale, GA and as a senior executive consultant (Pacific Strategy) for the Georgia Institute of Technology Research Institute (GTRI).

 

Reg Neal has decades of front-line experience collaborating strategic initiatives and operations with multiple federal agencies, including FEMA, the Dept. of Homeland Security (DHS), the Dept. of Veterans Affairs (VA) and the Dept. of Defense (DoD); smoothing the way for productive interagency working relationships to improve cross-organizational communications. On numerous occasions, he directly assisted state and local governments, law enforcement and other organizations to work effectively with other federal and non-federal agencies.  His inclusive leadership style develops high-performing teams and fosters collaboration among leaders and stakeholders to achieve strategic objectives.  His success comes from being an adaptable, resilient and agile critical thinker, who is comfortable operating in high-tempo environments with steady and focused leadership.

 

His last assignment in the Army was as a Deputy Commanding General for U.S. Army Pacific command. Major General Neal was known for his expertise in homeland defense (Pacific focused), Defense Support to Civil Authorities (DSCA) emergency planning and response, and coalition-building across the Pacific Island Countries (PICs).  He has led multiple emergency management and crisis planning responses to state/territorial, regional and national emergencies by leveraging his knowledge of practical risk analysis, critical infrastructure, and commodity distribution.

 

An experienced educator, Dr. Neal worked as a high school classroom teacher, coach, and as a secondary school administrator before going into full-time military service. He also served as an Adjunct Professor for Georgia Military College and Central Texas College.  He currently serves on the Georgia Military College Foundation Board of Directors.

 

Reg Neal remains a tireless advocate for Veterans. He is a proven leader and trusted advisor to the Secretary of Veterans Affairs, who provides his expertise on Security Operations, Emergency Management, and Preparedness.  He is also a tireless advocate for Veterans Service Organizations (VSOs).

 

Reg has earned two Master’s degrees (M.Ed, MA), an Educational Specialist (Ed.S) and a Doctor of Education (Ed.D) degree highlighting his commitment to personal growth and enrichment. He also has several executive certificates in leadership and organizational development and is a member of the National Association of Corporate Directors.

 

Immediately following retirement from the Army, he received professional technical training and is a certified Recreational Vehicle (RV) technician.  He remains active in the American Legion and the Veterans of Foreign Wars (VFW). He also loves fishing, camping and attending sporting events with his family.

Duties

The VP for the National Guard and Reserves coordinates and strengthens strategic outreach and direct engagement with Reserve components to include Reserve Officers Training Corps (ROTC) cadets and Reserve Officer Candidate School (OCS) candidates on behalf of the ROCKS, Incorporated. The VP is to significantly increase awareness and subsequently expand membership for those serving in the Reserves. On behalf of the Chairman, ROCKS Incorporated, the VP collaboratively promotes, establishes, develops and maintains active and effective lines of communication and preserves productive, mutually beneficial relationships with the aforesaid as well as with U.S. Army Cadet Command, the National Guard Association of the United States (NAGAUS), and the Reserve Officers Association (ROA).  


Goals

The immediate goal is to measurably and steadily increase Reserve component membership and energetic participation in the ROCKS Incorporated. This goal is to be accomplished through effective and enthusiastic communication with reserve military audiences having shared career objectives. The primary goals include highlighting to potential members the value of joining a professional and credible military organization with a history of success, as well as stressing the exposure officers and future officers would have to senior leaders in a welcoming environment. The goals incorporate emphasizing the benefits of establishing comradery with fellow officers that may have had similar concerns and experiences. The goals also include sharing how the ROCKS has helped their members navigate through or around challenges, as well as provide them the opportunity to network and develop professional relationships with senior officers who provide the gift of example and serve as valuable coaches, mentors, and sponsors, and powerful advocates, directly and indirectly. 



 

The ROCKS, Inc. is a tax-exempt non-profit organization under Section 501(c)(3) comprised of ROTC and Military Academy Cadets, active duty, reserve component, commissioned officers and active duty or reserve component warrant officers and Department of Defense GS12 and above civilians. The organization was formed to provide mentorship, professional development and social interaction to strengthen the officer corps. In addition to the R.C. Cartwright Scholarship Fund, the "Leadership Outreach" program provides the opportunity for teams consisting of ROCK members to visit Historically Black Colleges and Universities (HBCUs) to provide professional career development guidance to ROTC students.
