Purpose:  Under the supervision of the Deputy Project Manager – Northern Camps performs the duties and carries out the responsibilities as the Director, Base Operations Support Directorate.

 

Supervisory Role:  Directs the Desert Camp Maintenance Department (Northern Camps) and the Installation Community Support Department (Southern Camps) in the performance of base operations maintenance in support of the ASG-KU’s DPW and housing functions. 

 

Essential Duties and Responsibilities:

  1. Organize, resource, plan and manage the daily operation/activities of the directorate.
  2. Prepare and submit Contract Deliverables IAW submission timelines/frequency.
  3. Optimize performance of departments to ensure receipt of the highest possible monthly evaluations from the ASG-KU CORs.  Ensure close, confident and professional working relationship exists between department managers and their COR’s. 
  4. Develop plans to support mid- and long-range requirements.
  5. Coordinate requirements with ASG-KU directors and camp command cells.
  6. Prepare proposals with accompanying justification narratives and data to support emerging government requirements. Provide program and planning support to ASG-KU Contracting Officer Representatives to meet these requirements.
  7. Develop and track purchasing actions to appropriately resource requirements.
  8. Support housing/billeting requirements for US and Coalition forces.
  9. Develop budget and funding estimates to meet annual forecast.
  10. Coordinate support and plan actions between other company directorates to ensure support is properly resourced and executed.
  11. Ensure directorate time sheets are completed IAW company POP.
  12. Ensure 90-day appraisals are completed on new employees with appropriate developmental actions necessary for employee’s continued success and strength in position.
  13. Ensure annual appraisals are prepared on all employees.
  14. Maintain good order and discipline within the directorate IAW POP’s.  Conduct counseling and disciplinary actions when appropriate.
  15. Ensure overtime forecasts support Government requirements but are kept to a minimum.
  16. Review performance trends and take necessary action to maintain high monthly evaluation scores.
  17. Perform other duties as assigned.

Essential Knowledge, Skills and Abilities:

 

  1. Education:  Requires Bachelor of Arts/Science degree.   Master’s Degree preferred.

 

  1. Experience:  

a.      Experience working with the military at a senior level required; military experience at field grade level preferred. 

b.     Minimum of 10 years experience in managing military community activities at MILCOM/Base Support Battalion/Support Squadron levels. 

c.     Experience in budget development.

 

  1. Knowledge:

a.        A good understanding of government contracting terminology and principles.

b.       Knowledge of property control methods and procedures.

c.        Understanding of military decision making and staff coordination processes.

d.       Strong senior-management capabilities.

 

4.        Skills:

a.        Must have demonstrated organizational and planning skills.

b.       Must have excellent interpersonal and customer service skills, with the ability to interact with all levels of workers, and external high-ranking officials.

c.        Must be computer literate and proficient using MS Office Integrated Software and other related programs.

d.       Must have excellent writing and briefing skills.

e.        Must have good computer and MS Office skills.

 

4.        Abilities:

a.        Ability to give detailed direction and guidance verbally and in writing.

Clearance/Special Requirements:

1.        Must possess or be able to obtain a U.S. secret security clearance.

2.        Must possess a current/valid driver’s license and be able to obtain a Kuwait driver’s license.

 

Work Environment and Physical Demands:

1.        Office and outdoors working environments. Outdoors temperatures range between 50-140 degrees Fahrenheit (winter-summer). Occasional severe dust storms during late spring, summer and fall months.

2.        Standard Work Week: 48-hours. Scheduled days off and overtime are operation tempo and event dependent.

3.        Must maintain in a professional appearance, consistent with local customs and company policy.

Education: Bachelors degree in related field from accredited university required. Must possess recent military experience.

Required Skills: At a minimum should have sufficient relevant experience with either the U.S. military or other federal government agency(ies) that demonstrates the ability to meet the duties described above. Demonstrated experience should include battalion or higher-level command experience and experience planning for a major overseas deployment either with the Active Component or the Reserve or National Guard Component. We are seeking a Program Manager responsible for managing the implementation of existing and new government contracts for the Defense Logistics Agency (DLA). PM will report to the Division Manager for a highly visible DoD program in the Logistics and Engineering Solutions Business Unit.   Incumbent will work with other Program Managers who are responsible for the delivery of services and support to the DLA Headquarters.

Scope and Responsibilities: Will plan, coordinate, and manage the actions taken by our expanding organization to acquire and execute new pieces of business, either competitively or non-competitively, working with the DLA Customer Relationship Manager and the DLA Business Development Managers.  Integrate all functions and activities necessary to perform on the project/program to meet the client or customer requirements working with project/task managers and their SAIC support personnel, operation business managers, and subcontractors and vendors for the DLA work. Support these teams to define and implement technical baseline and meet quality
requirements for project/program products and services. Assist the project teams with personnel issues, managing cost and schedule, ensuring contract compliance, and working with their principal customers.  NOTE: This position is contingent upon award of contract.

Required Skills:

      Show a minimum of 10 years of experience working on projects and programs in positions of increasing responsibility with a minimum of 6 years direct and recent experience with programs ($50M), projects ($20M), and task orders ($5M) involving subcontracting and vendor support.  Worked directly with primary customers, had profit & loss responsibility, and interfaced with upper management.  Have demonstrated experience in executing projects at both contractor and government sites.  Prefer program management experience of at least 2 years with Fixed-Price Programs.
